There is a gadget called a sonic venturi. It controls flow in such a way that as the flow rate passes a certain point, it presents a greater flow resistance.
One place they are used is in pressurization of turbocharged piston engine aircraft.
They allow enough flow to overcome leaks without "dumping" all of the boost in the event of a leak.
If you put one on the exhaust of your vibrator, it will effectively limit speed by controlling air flow. Cheap… About as delicate as a calibrated knockometer.

Yes, with electric you have to run power wires etc… With pneumatic you still have to run hoses from a compressor etc.. Power is far easier to access than a compressor (power outlet are everywhere compared to a compressor) I don't have the space for a compressor, but I do have power outlets. Lots of them.. That being said, I wish had the accommodations for a pneumatic setup. Something about holding and operating a powerful impact tool…
