To have 5V voltage drop (max that we can read) on 20mA current resistor should be 5V / 0.02A = 250Ohm

This video is wrong i think. R=V/I The calculation is 5V/.02A= 250 ohms Not 20V/.02A as this would give 1000 Ohms We need the 5 volts max for arduino input

Yeah, 24V/20mA is NOT 250 Ohms. 5V/20mA = 250 Ohms.
