It doesn't transfer rotational to reciprocating. It's just gearing the rotational speed isn't it?
Cockson (yes, I am calling Proxxon like that because funny) is expensive but solid brand. They make good dremel tools, vibro-sanders and carving tools. I have couple of them and they hold pretty well.
