Gentlemen, welcome back to the shop we're doing some destructive testing of some proto-wrenches over. You know, and i got these two fasteners one was torqued to yield. We could see it was yielding so we saw stopped the test. This is a perfect example of re-using bolts.
How do you know a fastener is still good. An old used, fastener is still good. Now this one has been torqued to yield and it looks exactly the same. You look at the thread form.
It's got a little of the phosphor coating off there, but phosphate rather, but no big deal. Here's how you check to see if a bolt is still good, you get a clean nut and you run it down the length of the threads. If a bolt is going to break it's going to break along its threads because that's the thinnest cross-sectional area now you can see here the nut fetches up. We look at the threads there's no burrs on there.
That means we know that that's stretched out. So this bolt, even though it looks pretty good, goes right in the bucket.

Get out your micrometer and you should be able to detect necking.
Also, you can put the bolt through the joint from the opposite direction and stretch it back the other way. Ha!

Depends on what you are doing with said bolt…some applications don't require a top notch bolt. I say user discretion advised.
But that's when you get two impacts and make the nut go on to fix the threads and you got a good bolt to use again!

All mine snap and the heads get thrown across the shop. To be swept up later along with broken drill bits and bolt chips.
Bolts never go bad unless of course they're so damage that they're not useable. For example stretched out weakened bolts are perfect for use on the brakes, engine mounts etc. of your mother-in-law, or Justin Trudeau's car.
I was doing some sailing of the garage variety a few summers past. I found am old handy man's book from the 50's. Truly a gem. My point being is you should make one and sell it. You have a wealth of knowledge.

If the bolt nazis only knew the dozens of times the bolts holding the brakes to any vehicle they've ever driven have been reused they'd shart their pants!
In engineering this is called the "rotational capacity test" where not only you turn it to yield, but you go over in most cases a full turn and then run the bolt to check for stripping of threads or elongation.
