On the exhaust there is a carbon filter. There should be three or four small bolts holding on a small little cap on top of the exhaust cover, take that off and there will be a small screen that's probably all plugged up with carbon. clean that off and you'll be good to go

It makes the bowl on the carburetor cleaned out got water in it probably or dirt
You wouldn't know about the fuel filter or less someone told you that knows because it's inside the hose itself on the fuel tank end
There is a fuel filter on the fuel hose one into the carburetor at the tank end
